Security Guards providing porter services

On the 24th April, evening at approximately 2040 hours, I witness two security guards happily carrying one luggage each accompanying a newly arrived woman and using their assess card to open the basement 1 block 10 lift lobby door. It was observed that the woman was trying to contact her agent for the assess card and the assess code for the apartment without success. She is obviously staying on a short term basis and the unit she is going to stay has obviously rented the apartment out as a sort of service apartment.

I have two questions:

1.0 Are our security guards so free to provide porter services, in this case there were two of them providing the services, and why was the woman let to enter City Square in the first place?

2.0 Is it legal for residential residences to offer short term rental, serving sort of service apartment? If not can some one kindly advise which government agencies can be contacted to report on these illegal activities.

Can you give me a call to verify the porter incidence, I had noitified Security agency regarding your complain. They had tried to view CCTV footage at B1 but was unable to pinpoint the happening.
