Cars without City Square Cra Park Labels

I have notice that at least 50% of the cars park in the the car park, at all times, do not have City Square Car park labels. Do these cars belong to the residences of City Square and if so why are they not displaying the City Square car park label? parked . Can the MA and security look into the situation before the residence are deprive of a parking lot? This morning I noticed a car at the handicap lot in front of Blk 10, this car does not have a handicap label, can the security conduct regular checks and issue warnings to these inconsiderate drivers.
