Bad Smell From the rubbish system thru'out day

I stay in Blk 8. For the last month, the garbage smell has been coming into my unit thru the windows from the rubbish system thru'out the day at regular hourly interval, even when the rubbish truck is not clearing the rubbish. Is there something wrong with the system??? There was no smell in the past 11/2 years. Hope the mgt team reading this could do something abt the smell urgently.
