Enforcing of Rules and Regulations
I was at the pool during the weekend.
I saw someone smoking at the pool and I informed the security guard about it.
This security guard went over to the man and ask him to stop smoking which he did.
When the security guard left, this man light up again !!!
I told the security guard again and he mentioned that he already inform the person.
It seems like there is a problem. The security guards lack the authority to enforce rules and regulations.
Without authority to enforce rules and regulations seems like the problem, if the security guard cannot even stop 1 person from smoking, what is the use of them enforcing it again ?
This is my view on this matter.

Hi ckor,
Next time perhaps you can try to talk to the smokers personally. I assume that you are at the pool for swimming, and if you are there, the smokers will at least not be attempting to light up again.
I've actually used this tactic once before, and it works for me, at the very least, it works for the period in which you will be at the pool.
