Formation of MCST & 1st AGM

Dear Mr Yeo, it was a pleasure talking to you today. As discussed, the MCST is likely to be formed in the last quarter of this year, or thereabout. Under the Building Maintenance And Strata Management Act, the 1st AGM must be convened within one month after the end of the initial period (ie 12 months after formation) or six weeks after the developer receives a written request from subsidiary proprietors of at least 10% of the total number of lots in the development after the MCST has been formed. More information on this is available on the BCA website.

Dear Mr. Lim,
I am an owner-resident in City Square Residences (CSR) and part of the group of residents who have recently held a meeting to discuss issues concerning our development.
Please furnish us with the following information:-
1. We would like to keep ALL owners in the loop about the Management Council of CSR present and future. Please let us know how we can requisite for the Strata Roll so that we can contact each and every owner. This will help us ready ourselves for the eventual take over of the MC from CDL.
2. When exactly will the initial period end under the Building Maintenance and Strata Management Act whereby CDL will hand over the MCST to the subsidiary proprietors?
3. Who in CDL do we liaise with concerning these matters?
4. As you know, quite a number of owners have expressed dissatisfaction about the present standards of the management agent, we are setting up a process where justified complaints can be raised through the right channels. Thus, please also let us know who in the main office of CKH, the management agent we can contact in case we need to escalate issues in urgent cases beyond the local management.
Please help us help ourselves so that things can be done productively. Please rest assured that your answers will be circulated to all the members of the present group which is already substantial in numbers and growing.

Thank you for your email. My colleague in charge of this development Ms Jacqueline Wong has provided answers on the points as shown below.
As to the MCST’s formation, we estimate that this may happen in the 4th quarter of this year or thereabout. Until the MCST is constituted, we will not be able to reveal names of other owners in this development for privacy considerations.
Fyi, we are informing all owners/residents of a change of Managing Agent in a circular to be sent today. We do recognize that there are various “teething” issues, some of which require residents and their guest to adopt a more socially responsible behaviour, living in a shared communal space. With the cooperation of owners and residents, and working together with the appointed managing agent, we hope to address these issues quickly and in a constructive way. Your feedback is welcomed. Thank you.
