This is not a new issue but it's getting more serious, especially at the fence on the side of the tennis courts, next to Scissor Curry. There are many of them after 6:00pm or so every day. Once there are too many of them, it would give outsiders that CSR is so untidy; besides, the bicycles of outsiders will spoil our fence.

I believe we have the right to cut the locks of the bicycles as they have encroached on the properties of a private property.
