Water heater problem Empty Water heater problem

I believe some residents have this problem (my neighbour had the same problem as mine and some others which I heard from management office)... recently I encountered the 'control switch' installed at the yard area, instead of showing temperature, it shows '76' and 'LO' (blinking non stop). I read the manual with no help and am at lost of what to do now.... Anyone manage to solve this problem? Thanks in advance for your inputs.

I once lived in a 1000 units Mandarin Gardens condo and any plumbing/electrical faults are solved by calling a tel. no. to that team of people who will rushed over to rectify the problem esp. when it is in a common area. They also advised when we have a problem in our kitchen/bathroom. That is why we pay maintenance for and this is the convenience of living in a condo. It was managed by the then OUE, I believed. There was no problems as a new condo when I moved in. The landscape and plants was splendid and the common grounds were large. There was a
team of gardeners coming into the condo in a pickup very morning, pulling the weeds, trimming, re-planting ,watering,etc. There were at least 6 taps around the car parks to wash cars and the water was FREE.
Now I have to pay 20cts to get two pails of water but there is a person who goes to our Ladies public bathroom pretending to bath but runs the shower water like she's washing the family's clothes every morning AND COMPLAINTS fall into deaf ears as it is still HAPPENNING. YUCKS, what is going ON?
